HOW is this legal

So here's the story. My manager asked me to help my new coworker out with something that involved viewing her paystub. I hold a title as a licensed practitioner for my company and on top of that am a manager. The new hire is a college student with no experience or training, hired as a “customer service” employee. Anyway I noticed she is making a significantly higher wage than me. I asked my manager about this of course and offered to give up my keys and stop touching cash if it meant I could make her wage. I was laughed out of the office and told that there's really no way I'll get a raise. Apparently it only has to do with the hiring budget. How is this even legal? is it? How is this even legal? is it? I took this job when I was told that the pay would be a certain amount because of my license and because I was taking a manager position, but it turns out I was not paid any higher. (this new hire is actually making the wage that I was promised falsely) I was in fact paid lower. I have been with the company a long time now and have never before asked for a day off but have covered probably 90 shifts for other people, and I can't even get a respectful response when I ask why I am being scammed? Can I give up my keys and stop doing manager things, since I'm not being paid for it? or will they doc my pay even more? Either way I will of course put my two weeks notice in. In my town, Taco Bell pays several entire dollars more than this pharmacy that I work for, so i no longer have any incentive to stay. I'm embarrassed to have stayed so long…
