How soon after a promotion does an employer have to pay their employee their promised increased wages?

I was promoted a little over a month ago and was promised a raise, in the contract I signed it shows the date my title changed and when my responsibility changed as well as the new pay rate. Its been two pay cycles since that date and I'm still being paid at the original rate. I was told some bullshit about the first pay cycle, that I had to wait till the next one because of some company policy my manager didn't elaborate on. On the second pay cycle I worked a shit load of overtime because people where calling in sick and I was filling in for them while also short staffed. I had to work a 16 hour shift, overnight followed by a fucking turn around. The only thing that got me through it was knowing that my paycheck was going to make up for it a little.…

My manager hasn't said a word about why I'm still being paid the original rate. My theory is that shes avoiding paying me for that overtime. Its not much money and I don't need need it, but it feels like I've been shit on, to have to take on extra responsibilities, fulfill them to my fullest then not be compensated for it.
