How to collectively ask for a raise as a workforce?

Hopefully this is the right sub. I work at a decently high profile job with approx. 17 other people. I (and my coworkers) initially applied for the job though city employment and it was posted hiring wage was between $25-30. However, a local nonprofit took over the hiring process & management. We still work with the city and abide by city rules but the non profit is my current employer. The no nprofit started us at $18 and hour (I tried negotiating but they said it was “not within their budget”). Like it said its a position that’s high profile, stressful, and has a lot of media attention. I’m looking for advice if possible; myself and a lot of my coworkers feel slighted, as the application stated a much higher wage. Does anyone have any advice on how to collectively negotiate a higher pay?
