How to demotivate staff, in one sentence

I've been in my current role for around nine weeks. I inherited a product and team with no direction, no procedures, nothing conformed to best practice (nothing conformed to anything really). In that time I've been told they would increase headcount in my team, which I've asked about and pushed for on multiple occasions as we need more people to fix the mess. Latest update is “there's a recruitment freeze”. Meanwhile I'm being pushed to fix the mess and have a brand new spanky offering by the end of the year (with no additional resources remember). Today I received an email from senior management to tell me that if there isn't clear deliverables, a proof of concept, and a clear timeline in the next three weeks then they may need to question the viability of the team. Motivation = zero in an instant. Why tf would I put effort in…

Why tf would I put effort in if now you've just told me that if that effort isn't deemed sufficient (by some arbitrary measure no doubt) then we may not have jobs. Imagine thinking this is a motivator lol.
