How to handle a business owner or manager who dangles the golden carrot but doesn’t follow through?

Let’s say you’re a good employee in a small business. Such a good employee you manage most of the operation and take most of the responsibility. Basically if you left there would be a massive hole that would be very difficult to fill. Your “manager”, who happens to be the owner, talks about how they don’t want to be the guy who keeps all profits for themselves, and that you should expect some big bonuses. Except those bonuses never come, because the owner is too busy pulling profits to buy another property, a boat, maybe an expensive sports car. Besides the obvious of leaving to find a new job, how would you handle this type of situation?
