How to work with a lazy co-worker?

Hello, I hope everyone is doing well! Apologies if this is the wrong place to ask/vent this. Does anyone have advice with working with a lazy co-worker? This guy I work with is supposed to be my peer and we're to work together on several initiatives. One of our tasks is to write reports and for every 4 reports I write, he writes 1 and they're usually significantly shorter than mine. This is just one example. One time he even plagiarized a article he used as a source, kind of a big deal since we post our work publicly. Hello,

I hope everyone is doing well!

When we report on our progress for the year, he lumps himself in with the work I do solo. I hate to be petty and I really do believe in team success, but it's really unfair that he's trying to take credit for things he doesn't contribute to.

I've been trying to work with him for 8 months, and every time I ask for his help on something he doesn't ever deliver on it. He says he'll do it, then weeks later when I ask for it he'll say he forgot or that he thought he did it. I'm not sure how he thinks this way since we communicate on a messenger app and there's proof of work, or in this case lack thereof.

I voiced my concerns to my manager who essentially told me, he's doing something and it's not nothing so he can't do much about it. I like the company I work for as a lot of my close friends work here as well and despite this my manager has been very supportive of me and the company culture is positive. It's just one rotten egg is really making it frustrating for me.
