How US is solving lack of min wage workers by advertising “Visit US” experience to students abroad.

I live in Poland. Recently on my uni, there were stands with people advertising going to USA “for an adventure”. Basically to learn some English and travel. You work for some time, and then pay for travel expenses for the rest of your time being there. Catch? You work either as camp counselor on summer camp, or in a hotel as waiter/cleaning service. By what woman sitting there told us about how much she made during that time it was obvious it was minimim wage. Also, you have to pay 700$ to participate in that program. Anyone sniff the scam already? Okay i get it. We're from relatively shitty country, we don't speak English by default. But that shit is just demeaning and infuriating.
