HR wants me to drive 2+ hours before being hired?

Hello all, Well I'm in the interview process for a company in my state, located in my city. I had my first remote interview, which went well, and was contacted by HR via email afterward that the company would like to follow up my interview with a skills test; the problem is, the skills test would be in person at the HR office over an hour away (2+ hours round-trip) and I'm not even sure how long it takes. I'm not too keen on traveling over 100 miles out of my own pocket when the job description never mentioned this, the position is advertised as being located in my city, and I haven't even received an offer yet. I simply do not want to waste potentially three hours out of my day just to potentially receive a rejection when I have another interview that same day. It's legal, sure, but…

I simply do not want to waste potentially three hours out of my day just to potentially receive a rejection when I have another interview that same day.

It's legal, sure, but is there any way I could ask for an exception or to do the skills test remotely, or after I receive an offer, without sounding petty?
