Huge resume gap is making it impossible for me to find work.. What can I do?

I'm currently employed at a place that I absolutely hate ( I LOVE my job, but management is incredibly toxic and it's just getting worse). Our turnover is just insane, I've been trying for the past 2 years to find another position, but I can't even get a single interview. The only reason I got this job is because no one else applied. I have no degree, no skills, and a 7-year resume gap. My husband is military and I stayed at home while the kids were small because I couldn't afford the daycare costs and we moved too often to keep reasonable employment. I know those two things are drastically hurting me, and I can't afford to fix the education issue right now. So at this point, I'm kind of desperate. Would it be wrong to make up a position for that gap period and word it using my homemaker/mothering “skills.” I'm sure this sounds ridiculous, but I don't know what else to do.
