Husband applied and hasn’t heard back

Sorry for a lengthy, somewhat confusing question, but my current workplace is desperately hiring IT personnel. My husband has 6+ years experience in IT and literally all the items they are asking for in the job description. He applied and didn’t get a response. They claim on my companies website, they are now giving bonuses to employees who can refer to IT positions. Would it be considered in-poor-taste to email them and ask what was wrong with his application? He didn’t officially put me as a referral, but a quick search on the Google would show that we’re married. I don’t want to jeopardize my job, and he already accepted another position, and I don’t want to embarrass him so maybe it’s a moot point. But seriously, what gives? TLDR: company desperately hiring, doesn’t even respond to perfectly good candidate. Should I question it?
