I am a union member that got my hrs cut! But they still have temporary worker working OT. What can I do about this?

I was told yesterday my hrs was being cut and my shop steward was also at the meeting and didn’t not defend me knowing there are still temp working ot over me! Is this legal? My union is located in Phila pa.
