I did job pricing on positions at my workplace, I found conflicts of interest

So I was feeling bummed about my salary being 15% under market rate so I decided to make myself feel better and do job pricing on multiple other jobs to see how far behind everyone was. I was stunned when I found this: Everyone in my organization is roughly 10-15% behind market rates, except every position in a single department. Human Resources. HR at my employer is responsible for doing market evaluations for jobs and posting salaries. Every single job in HR is at least 30% over market rate. So a total discrepancy of 45% between HR and all other departments in salary. The audacity of this place! The HR generalists make as much as I do as a Senior Systems Analyst! I am still reeling from this and don’t know what to do, i feel like retaliating. Any ideas?
