“I have money to buy houses but no budget for photography”

An agent who mentors me told me asking the budget is always a good first question. It’s helped many discussions. I went to his profile and I see his account on the website is ten years old with one review, a one star that says he negotiates unfairly. I’m kinda mad though. He has a budget to buy houses?? But photography has no budget? Is there even a point giving him an estimate? I see a lot of red flags but I’m absolutely not working for exposure.
