I have to pay $500 to quit a job I haven’t even started…

I'm applying to grad school, and I recently accepted a job that pays $10/hr to gain experience in the field. Not long afterwards, I was offered a different job with better pay, more hands-on experience, and a seemingly more supportive work environment. Unfortunately, my first job's employee agreement says that if I quit or am fired before working a whole year at the company, I have to “repay certification amount of $500 prior to terminating [my] employment.” That ends up being over a whole week of wages, and I haven't even begun my training. Ugh. Is this standard?
