I have to use PTO to vote or make up the time? is that legal?

I've always been under the impression that it is LAW that an employer must provide paid time off to vote. They are saying I have to either make the time up or use my PTO. I assume that if I couldn't/didn't do either of these, I would be “pointed”, aka penalized for trying to go vote. Is this legal to demand use of pto or to make up the time if the person is trying to go vote?
