I need some help deciding how to decline the “Big Promotion” I’ve been working towards for the past year.

Title says it all, Im a product support analyst for a SaaS company, I’ve handled roughly 2.7x more cases than anyone else in my department year to date and I have the highest ratings by far. Each time I was reviewed I was told that they were working on a promotion/raise and to keep up the good work. (For reference my coworkers were given 10-15% raises when promoted to this role last year) Well I got the promotion today!!! I’ll now be expected to continue my current output while adding responsibilities and to reflect my raise they sent me a “rate change agreement”. They increased me 0.8% or $9 per paycheck (before taxes) due to “currently being in a company wide budget freeze” and said I was lucky they were even able to get it approved. They did promise me that they would keep this in mind during my next…
