I walked out of an assessment

I applied for an entry level HR administrative assistant position with the local county. Pay is 38,000 per year. It required up to a four hour assessment. Which included a typing test, creating a spreadsheet and power point, rating situations from 1 to 10, answering a test on HR related questions regarding things like HIPPA, COBRA, etc., Drafting email responses, a memo, and God knows what else. I took the typing test, created the PowerPoint, tried to answer the HR questions and left. What a bunch of bull for barely 18 bucks an hour! I understand the typing test and a basic computer skills test but by no means should you have to take a 4 hour in depth assessment for an entry level job.
