I was rejected for a “hard to fill position” because I was already employed by the company

I've worked for this company for 6 years, and the last payrise I had was 2 years ago. Last year, with the support and backing of 4 seperate store managers, I applied for a hard to fill night position at a failing store in a bad area. I received a rejection email specifically stating that i was ineligable because I already worked for the company, and if I wanted a promotion I would have to follow the training programme. That programme was cancelled during the pandemic, and everybody who was on it was dropped. Growing up I was told if you worked hard, you could progress and be successful and it was all conplete bullshit. The last 10 people that have taken those roles every single one had never worked for the company and was completely shit at their job. It's not even hard!
