I work with children with disabilities, are there any legal issues with this new policy?

Got a work message about making sure we are only clocked in while billing, but one section really bugged me because I've been told the opposite by our legal team and clinical team. “When your client is called for dismissal all you should have to do is put the time and sign your note, then clock out on the way to take your client to their car.” So they want me to clock out, ending my shift as an employee, and walk a child out to their parents. In the time between they are called and get to their parents, if something happens and the child or I get hurt, where does liability fall?
