I’m getting overtime pay for banked time off only, is this normal?

Hi all, in the last few months there has been a major staffing reorganization at my job. Due to this, I’ve been assigned nearly double the work and responsibilities. Initially, I was getting 5 hrs OT paid per 2 week pay period as kind of a bonus. Now, they cut that saying they don’t have the budget for OT and will only give me 5 hours OT for banked time off. Meaning, if I work 5 hours OT, I get to bank 7.5 hours of time off that I can use for vacation. I can’t collect the banked OT as cash. This felt like a slap in the face as the extra pay was like a consolation prize for all the extra work/responsibilities. For context, I work for a public agency and they can’t just give me a raise.
