Inflated education requirements for peanuts?

I just saw a job posted somewhere for an IT Systems Engineer. The education requirements for the job were: Bachelors Degree w/9 years experience. Masters Degree w/7 years experience. PhD w/ 4 years experience. For $48/hr. Ummm.. I'm pretty sure someone with a Masters Degree or higher isn't gonna want to make less than 100k/year as an IT Systems Engineer (after taxes). What is up with these over inflated job requirements? Reminds me of the one that was posted in where they wanted 10 years of experience for something that had only been around for 5 years. I've even seen positions wanting a Masters Degree or PhD for $32/hr or less. ​ Anyone else seeing this garbage?
