Insider trading vs the people.

I have a small business that makes shirts. The wife works for the county. I made shirts for the county. The top dog said no because she’s “double dipping” (his words). It’s literally just a good faith thing that we did for no profit and they wanna make it into some big deal. How can our elected representatives get away with insider trading but me supplying a shirt cheaper than market be a problem? TLDR: made shirts for county. County didn’t pay but everyone came together and paid for shirts in cash. I just see so many posts here about people talking about working from home. And that’s NOT a good representation about the normal poor people like me. We are poor. Paycheck to days before a paycheck. Everything sucks for us.
