Internal Rejections

I’m 21 years old and have been working at this firm for 2 years. I have recently been granted approval from HR for the company to pay for my external exams and training in finance. I had to sign a contract stating that I can’t leave the company within a certain time period or risk having to pay the fees back (which are very expensive). However, in order to reach chartered status I would need to move jobs within the same firm as certain job criteria in terms of experience need to be met. I have applied for 3 roles and have been rejected for all 3. This is mainly due to them already having other suitable candidates in mind beforehand with interviews just being a formality. Is this suitable grounds to leave without being sued, despite the contract I signed?
