Invigilating exam – Staff looking to cheat.

I work at an educational establishment. There are exams going on and I've over heard things that would be considered cheating. My manager gets results and his bosses are happy with the results, but these seem to be contributed to the expectation that nobody will fail, even poor students. I'm due to invigilate an exam with another teacher from the department and overheard the manager say to a group of students that he will get them a copy of the exam paper a hour before the exam. I due to collect the papers from a certain staff member at a set time. My manager has contacted them for me to collect files early so that we can test set up on the PCs. As the exam is around 3 hours long and goes into my lunch break I said I'll take my lunch break at that time but he insisted I take my lunch break at my normal sort of time and the other staff member from the department will cover/continue invigilating.

It seems most of the department staff don't mind being involved as it looks good for their results etc and the bosses are kept happy. I overhear the odd stuff related to bumping up students work etc, because the results are needed for above and to make sure the department continues to get good funding etc.

I invigilated a previous retake exam last minute that had a low amount of students. One was trying to cheat by using his phone that I called out, he said he was told by the manager its okay. I confiscated his phone. I was called for another task and someone else took over for a small amount of time. When the student said he had finished the manager looked at his work and gave him a few pointers.

Most of the staff are quite clicky, and calling this out I feel will ostracise me from my colleagues. I do not want to be involved.
