Is 9-5 really a thing?

Where I'm from, it's not: it's 9-6. When someone says 9-5, to me there are two options: either their lunch break is a paid break (we don't get paid breaks) and so they get paid the whole eight hours while working 7, or they get paid 7 hours and only have 35-hour work weeks. Which one is it? Or is “9-5” an outdated term?
