Is a supervisor allowed to yell at their employees? Just in general. I live in Canada, Alberta.

I have a supervisor who goes off on power trips. He is always yelling at his staff constantly and today it was just the worse. He was loading a truck and a employee asked him what he was doing. It was followed by 10 mins of yelling at said employee. When all the employee was trying to do was ask a question to get clarification. If you do something he does not like. He doesn’t take you off to the side to have a private talk. It is full on yelling in front of everyone. I cannot find anything if this is allowed or not. But we are loosing people. He threatens HR a lot as well. Claiming “HR will do nothing to save you, you can go to HR all you want”
