is an employer allowed to withhold state funded grant money from an employee?

i’ll try to make this short l, my girlfriend works as a daycare teacher and the business received a work force supplement grant from the state of Pennsylvania however her employer is not paying her the $1500 that every other employee received due to her resigning in the near future I’m curious if legal action should be taken. thank you
