Is double dipping illegal?

I work in Nebraska and if I call in sick not only do I get an attendance point but they also take away any vacation or personal hours I have accrued to cover that day. I can understand one or the other but I feel as though they are doubling the penalty. Is this a common practice? Is it even legal?
