Is “Flexible working” just empty words?

Almost every big corporate globally is proclaiming that they offer flexible/hybrid work but we often see that in practice employees are pressured to show up at the office every day. What is the point of hybrid work if the work from office days are mandated by your managers (4 days a week most of the time)? Especially for jobs in the IT sector that can be done just as well if not better from home! And then they wonder why people keep running away from the org.
