Is it a wage theft?

I just got a new job and was surprised to see how the hours are rounded in the system. If I clock in at 7.57am it rounds it to 8.00am, if i clock out at 6.03pm it rounds it to 6.00pm. Today I made an experiment at tried to clock out at 4.20pm and it rounded it to 4.18pm (apparently they use 6 mins incriments). All these minutes add up and come up to 30 mins a week of me being at work and not getting paid for it. I'm confused. How is this even legal? At my previous job I would clock out at 4.55 and it would round it to 5.00pm, that's why i'm so surprised to see this happenning now.
