Is it normal for the onboarding process to be off the clock?

Been lurking here for weeks. I'm still a little unsure of the main vibe of this sub but hopefully it's cool if I bring this up here. I quit a job I had for 15 years and started at this new place as a temp. Now, I'm in the middle of the hiring process. What I've gathered is there doesn't seem to be HR at my work location. For this whole onboarding process, everything has been communicated through email and I've been doing everything required off the clock. All the emails I've read and replied to, reading the handbook, filling out a lot of forms, etc. I was supposed to have an orientation phone call that they set the time and date for (on my day off) but then they neglected to make. Now I'm not able to access Workday and need to call the help desk to troubleshoot that.…

The last job I had was very hardcore about not working off the clock, which I totally respected. This, on the other hand, is really starting to annoy me during my days off. However, if I get some other input that the onboarding process is typically done on our own time and is unpaid then I'll just shut up and deal with it.
