Is it okay for regional managers to just take a photo of you without asking?

So we had this regional manager surprise our office with a visit and she started taking photos of me and my co-workers for reasons being to “make sure we stay in uniform”. Let’s call her Traci Now I have never met this woman before so that was my first experience with her. I didn’t know who she was because she simply walked in and started taking a photo of me. I asked “Is there a reason you’re taking my photo?” Then she replied “Oh I’m Traci!” As if that was an appropriate response. I kept it professional and introduced myself because we’ve only contacted each other through email. Should I say something to my manager? Is that allowed? I just find it so bizarre that someone would take a photo of you without consent.
