Is it okay to have recommendations from coworkers instead of a manager? Our relationship is becoming very weird since I put my notice in.

3 months ago I told my manager I was going to be looking for a new job. I ended up just putting in my notice a few weeks ago bc I couldn’t wait any longer. I’ve been running a large project/study for the organization and my manager has become more and more passive aggressive and unprofessional towards me as well as everyone in the office. She spread our office way to thin and we are way above our capacity to manage all of our projects and I think she’s starting to feel the heat now. Can anyone give me some advice on what to do? Is it okay to use a coworker as a reference instead of her? (Keep in mind she never mentioned this study in the job description or my interview and decided to put a 23yr old w no background in the subject matter or grant management in charge of a project $150,000 project on my first day. Like I did not sign up to run a 3yr project for less than $30,000 a year while barely being able to afford to live in the area.)
