Is mileage a substitute for pay?

So I work for a place that frequently has me drive 40 mins one way for training. My work schedule will say 9-5 but I’m supposed to be at a place 40 mins away at nine do training then return to my office at 11 I was told by my manager my drive time is not paid time. For example if I get at training center at 9 and am done by 10:20 I should clock out for my drive because my “ mileage “ is my pay. So I would not be paid hourly for those 40 minutes. I thought mileage was for wear and tear and gas for my car. Is this common? My last job had me stay clocked in for drive time.
