Is my company illegally holding funds?

So I work in the US at an “at will” state. My problem is we get a base 650 salary (as long as you do at least 40hr/week) I worked 93.09 hrs in a two week span AND took 8hr of vacation in same span. When I got the pay stubs I was only paid 584.96 base salary and 193.52 from the vacation. They have done this now two paychecks in a row where I work over 80+ hrs n have a vacation day but get paid less than my base plus vacation. my question is; is this legal and if so how or how not?
