Is my Supervisor getting the in the way?

I work for this company in NY that provides buildings with a front desk concierge. When I started, I asked to be a “Floater”. This essentially means that I cover anyone that calls out. I wanted something low hours with an extremely flexible schedule. I had just quit my full time job due to burn out and I needed to take a mental break but also still work. Anyway, Im here for a month and I've done multiple buildings, my burnout is basically gone and im running low on money. So I ask my manager (the one that hired me) if he can get me a part/full time position. He says he'll look for something. Weeks go by and I get no response. I go on indeed and find that my company is looking for people for a part time position. It's perfect because it's only three days a week…

I wanted something low hours with an extremely flexible schedule. I had just quit my full time job due to burn out and I needed to take a mental break but also still work.

Anyway, Im here for a month and I've done multiple buildings, my burnout is basically gone and im running low on money. So I ask my manager (the one that hired me) if he can get me a part/full time position. He says he'll look for something. Weeks go by and I get no response. I go on indeed and find that my company is looking for people for a part time position. It's perfect because it's only three days a week (The same days each week) a set schedule. However, my manager didn't mention this to me AT ALL. I sent him a screenshot and asked if he could get me this position and he directs me to the person in charge of onboarding. I thought it odd since he did the onboarding for me but whatever, procedure I guess.

I call the person and she says she has MULTIPLE positions. Im shocked since my manager didnt mention this. This is where things get weirder. She is ecstatic that she found someone for the positions, qualified and all, no surprise since I WORK THERE. She then asks who my manager is, I tell her and she tells me to give her ten minutes to look through the positions available and she'll call me back. An entire hour goes by and I CALL HER. All of a sudden she tells me she needs a resume to show the building managers and that she'll call me once she gets it. Im thinking,”Why didn't she mention this when I started the call? Whatever, procedure.” I send it to her and I get NO CALL. I wait until the next day and ask for an update and she says she's busy and that she'll call me in two hours and I get NO CALL. It's the weekend now so Im pretty sure she isn't working but I'll see if I get ANYTHING on monday.

My suspicion is that she spoke to my manager and he told her to not give me the job so that I can stay a floater. Someone with a completely open availability that he can call at any time. Are my suspicions warranted?
