Is there any logic behind not training new hires but running short staffed to the determent of your business?

I went on an interview with a company over a year ago. I had all the necessary skills required for the job but they told me they didn't have time to train me on what they considered my shortcomings. During the interview they explained how busy they were and how desperately they needed to get skilled experienced staff. I tried my best to sell them on my willingness to learn and was confident I'd be up to speed within the 90day grace period. They decided to reject me. Whatever I moved on. But I've continued looking at jobs just seeing what's out there and that same job is still posted and I happen to know they never hired someone. They even took the post down for a week and re-upload it to include “EXPERIENCED” persons only need apply. And I just can't get my head around why you wouldn't take…

And I just can't get my head around why you wouldn't take someone who meets 90%of your needs but not 100% when you have been searching for well over a year now.

For clarification I have a very specific trade and the position I was applying for is a field service position within my trade. And my only downfall was I've never done the field service work. But as far as the specifics of the job it's exactly to the letter the same job I currently am senior level at in my current job. I don't get it. And at this point they couldnt get me to accept the job because I believe they have a bad work culture if they are unwillingly to train.

Does anyone understand why even in this labor shortage companies are still rejecting the idea of training to invest in their employees?
