Is this wage theft in my state (OH)?

At my current job (manufacturing) management deducts 15 minutes for clocking in even 1 minute past the start of our shift. Doesn’t matter if you were in the building, you are considered late. I’ve noticed that on my checks for the last 3 weeks I’ve only been getting paid 39 out of my 40 hours. Other employees have reported even more time (1-2 hours) deducted off their checks at the end of the week. My managers have come at me multiple times for “being late everyday” which is not the case. I’d say 3/5 days a week I’m “late” by 1-2 minutes (never every day or even enough to justify losing a full hr) yet always in the building on time. Not to mention the clock on the punch is 2-3 minutes fast. I tried looking on Ohio’s labor site but I couldn’t find an answer to this specific scenario.…

I tried looking on Ohio’s labor site but I couldn’t find an answer to this specific scenario. Regardless, I’ve began taking pictures of my time cards, work logs, and paychecks in case and have encouraged others to follow suit.

Keep in mind that while I may be “late”, I was never one to rush out on the dot at the end of my shift. Hell, theres been multiple days where I stood after (clocked in) and extra half hour to help close everything down while everyone else rushes out and while I would get paid for my time over, I would still lose my 15 minutes per incident.
