Is this legal? For context I'm in Montana, I've worked there for nearly 2 years and have and accrued 60 hours of PTO. I'm leaving because of some serious dissapointment with Management's shady tactics and dealing with issues as of late. They are withholding 25% for some reason and I looked up PTO laws in Montana and couldn't find a straight answer on this.
