Legality around minimum wage and being paid on commission?

I’m a bit confused on how this works. I could totally be missing something. So, I work as a housekeeper on commission. I make 40% of the payroll for each customer. I was told when I was hired that I would be making $2500 – $3500 a month, but would typically be making $18 – $20 an hour. By that, apparently, they meant “$18 – $20 an hour while cleaning” So if the payroll for the house is $120, 40% is $48. If I get the house done in 2 hours, hey look at that I “made $24 an hour”. Meaning that even though I am required to clock in at 7:30 am, and I am expected to stay as late as 5:30 (but usually am off between 3 – 4 … we’re also asked not to make appointments before 5:30, just in case), I’m not actually being compensated for…

Meaning that even though I am required to clock in at 7:30 am, and I am expected to stay as late as 5:30 (but usually am off between 3 – 4 … we’re also asked not to make appointments before 5:30, just in case), I’m not actually being compensated for the time I spend working outside of houses- for example, managing equipment, refilling cleaners and supplies, driving, loading and unloading my vehicle, talking with customers… none of that is compensated. Just cleaning.

Other things to note:
I am compensated for gas mileage and wear and tear on my car.

In my state (Oregon) the minimum wage is $12 per hour in rural areas, 13.50 in urban areas. My job is located in an urban area so the minimum wage is 13.50.

Today, my gross pay would be $106.56 –
($129.50 for the first house) $51.80
($136.90 for the second) $54.76 (note: this house has 7 cats and two large German shepherds. It takes at least 4 hours to clean)
$106.56 /8 hours = $13.32 which is not only less than I was told I’d make, but is less than minimum wage. Since this is a full time job, I’d have expected my daily pay to be never lower than $120 which is $15 p/h, as per the $2500 -$3500 p/m rule.

It also get complicated if you’re running behind and someone has to come help you – your pay gets switched to hourly ($15) so if you’re there 2 hours and the other person is there 1 hour, you get $30 and they get $15, which doesn’t make sense because where does the rest of the payroll go?
