Local labour department office head asking office staff to do his personal work at his residential house.

I just noticed the office staff for cleaning and other manual work going with their tools. On asking, they said they are ordered to clean the personal residential house of the local office head. The office is under the labour ministry of India, so it's the case of the fence eating the crops. I am considering reporting it, but then I am worried about any negative consequences on employment of the employees and myself.
