Looking for information on PTO

I'm looking for information regarding the “mandatory” use of PTO, but I'm unsure how to word it into Google to get a clear answer. This is coming from my wife. Basically, her office has said that if they are closed or have a delayed opening due to inclement weather like snow or ice, then they are to use their PTO to cover that time. In other words, if they open a couple of hours late, they AUTOMATICALLY, take from her PTO to cover those two hours. Even though the delay is beyond her control. Regardless if she wants to use the hours or not. Just wondering if this was standard practice or even legal. We live in Connecticut.
