Lost out on role after company hired internally

Apologies if this seems like such a trivial issue but this has happened multiple times and I feel a little frustrated. I am based in the UK. I have had recruiters reach out to me for a job role, I was interested and followed up with a copy of my CV. On more than one occasion things were looking good and suddenly I get a call from the recruiters to let me know that although they like the look of my profile, they ultimately decided to hire internally. This is a little frustrating for someone on the job hunt, specially where my time has been wasted. Why would the company pay for external recruiters to fill a position to then only hire internally? Seems like a massive time wasting exercise and one that is there only to make the recruiting process look ‘fair’ – or is there some other explanation…
