Management and I disagree on what a supervisor role is?

So I have been covering as supervisor for a bit. My view is that a supervisor is there for the welfare of the employees. So I was making sure that my colleagues had their breaks, could speak to me in confidence about any problems they had and were treated with respect. Management has got annoyed with me because I didn’t stop them going on their phones (they still got their work done). Thing is, it is a long boring job and I would be going on my phone as well if I was in their place, so I can’t discipline people over something I would do. I also let a colleague leave slightly early on one day. Thing is that he had volunteered to cover a shift that was needed and he had a doctor’s appointment the next day he was a bit worried about. I don’t think that I should have to be a snitch to be supervisor. I am here to help my colleagues or what use am I?
