Management put in lunches for an employee who did not take lunch, cutting his hours. It isn’t me but what can I do about it?

One guy where I work at didn’t take lunches and today my boss who sends in times to payroll put him in for lunches even though he a) did not take them and b) she did not know if he took a lunch or not. So not only did she cut his time and his check, she did it not even knowing if perhaps he forgot to clock out for a lunch. She just put him in for a lunch. She even told me (who also hasn’t taken lunches) that if I didn’t tell her I didn’t take said lunches she would’ve changed my time too. I know this has to be illegal or something. What can I do about for him and to make sure others hours don’t get affected?
