Manager and supervisors regularly use their phones when employees get in trouble for even having it on them

I’m 17 work at JD sports. It’s a shitty minimum wage job which honestly isn’t worth it, but it’s only part time and I need the money. I started working there a couple of months ago, and last week I checked my phone to see the time and immediately put it away afterwards, to which a supervisor told me to put it in the staff room and lectured me on how phones shouldn’t be on the staff floor, but I always see my managers and supervisors scrolling through instagram and replying to messages on the shop floor and I don’t see how that’s fair. They always make me do lots of work whilst they just seem to stand around and not do much. Is there a different rule for them or something?
