Manager asked if I don’t feel a “moral obligation” to work on day off

The company I work for has relatively good HR policies and let's employees know it cares for its well being. Our team received an “urgent” request at 10:30 pm on a public holiday and the very next day my manager told us how can no one even feel the need to check emails on a day off as it could be something urgent which needs attention. I asked him if he can request the same formally and I will be more than happy to claim over time and check emails a few hours on holidays but he refused and said I should do it because of my own moral obligation and not because he tells me to. This is a new level of entitlement.
