Manager at new store threatened to check CCTV

I transferred stores recently for ease of travel and better opening hours, alongside a promise of promotion in the next month or so, (which is still happening). Today, the manager sent a long text to the work group chat about certain things not being done properly, trying to blame the regular employees for what their supervisors have told them to do and at the end said, “I don’t want to have to start checking CCTV but I will if it is necessary.” The main issue I have with this is how micromanaging the whole thing is. If they want us to work harder maybe pay us more? 10p above the minimum wage is insulting in this economy. Not to mention we are massively short staffed at the moment too so we’re all working way over what we usually would. A little appreciation goes a long way sometimes.
