Manager changing timecard to remove overtime.

So I wanted to see what you guys thought about this situation. At my place of work we recently got a new assistant manager. Up until now the main branch manager has been wonderful and honestly the best boss I've had. This assistant manager on the other hand is terrible. First time management position and just doesn't understand how to work with people under her at all. She is condescending a lot of the times and sometimes even provided wrong information and when called out on it doubles down on her wrong information even when policy is presented to prove to her she is wrong. At my place of work we recently got a new assistant manager. Up until now the main branch manager has been wonderful and honestly the best boss I've had. This assistant manager on the other hand is terrible. First time management position and just doesn't understand how to work with people under her at all. She is condescending a lot of the times and sometimes even provided wrong information and when called out on it doubles down on her wrong information even when policy is presented to prove to her she is wrong. First red flag. Almost like she hates to be called out or questioned at all. Second red flag she acts like we are her children, and she is supreme authority. Several times I have come to her with a work request that only she could do and she very rudely comes at me with that “and you want that, WHAT????” and refuses to do her job until i repeat my question with please at the end like I am some 2nd grader or her child in church or something. I am a full grown adult at work and deserve to be treated as such.

That's the preface but recently the main manager has been on vacation. While on vacation the assistant manager is in charge. My job has this stupid 15 minute block pay increments. Meaning we are paid in 15 minute chunks at a time. If we work 8/15 minutes we get paid for the full 15 minute block. So if we are late 8 minutes we wont get paid for 15 minutes. Or if we work 8 minutes over our scheduled time we get paid for 15 minutes.

I work with the public and we are open until 5pm. Several times over the past 2 months I have had people come into my office right before closing and we end up having to stay a few minutes after because of this, just kinda part of working in retail/with customers sometimes that happens. Well the last two times its happened this assistant manager has personally blamed ME for this. Like it was my fault someone came in the last minute and I had to assist them. We are scheduled to work until 5:15 so at 8 minutes past that (5:23) we are paid until 5:30 and get 15 minutes of overtime. Today I had a customer until around 5:20 and by the time I got all of my paperwork put up and logged off the computer it was 5:21. I used the bathroom for less than 30 seconds to piss and by the time the assistant manager had the alarm set to arm the building it was 5:23.

She demanded that me and everyone else put 5:22 on our time cards to avoid overtime. I stated I will not and I am putting 5:23 because thats the time we are leaving the building which has ALWAYS been the standard for the last 4 years ive worked there to put on our time card. She very meanly retorted that she will just log into our time card and change it on her end to 5:22. This isnt the first time she has done this either. The last time I had to change it back several times before my actual main manager got around to approving the correct time. We have a method to mitigate overtime and thats simply to come in later the next day to remove the overtime but instead of doing this she is demanding we report the wrong time on our time card.

To be clear all of this is on the video surveillance at my work and any member of management can pull that video to see what time we left the building and what time we have to record on our time cards. Is what she is doing illegal? I plan to reach out with her boss tomorrow and possibly HR as this is NOT what the company want us to do regarding time cards.
