Manager followed my co worker to his car meet ..?

So I got a call from my co worker today. Let’s call him Jeff , and we’ll call my manager Peter. So Jeff called off work today due to not feeling so good. Peter was pretty pissed off, but allowed it and all he said to Jeff was “ see you this Monday “. Fast forward 8-10 hours to just this evening . Jeff is on his way to his car meet specifically for his own car meet group where all their cars have their specific car meet logo on their windshields . Obviously with it, you’re able to know who’s who and really just to show off the brand/logo. Jeff arrives to the car meet 2 hours after regular business hours , doing his own thing after he’s felt a little better and just wanted to get out of the house.

He’s having fun, until all of a sudden he hears this voice that says “ does your car burn out ?” Sarcastically. Jess turns around , just to see it’s Peter. Jeff says “ yea , haha” and kindve laughs it off right as he realized it was his manager and then realized what’s all going on. Peter gets in his truck with his wife and takes off.

Jeff calls me and explains what just happened. Jeff has also been on the verge of quiting due to how horribly Peter treats his reps in office , including me. I then help him come to the conclusion that Jeff was either followed , or Peter waited at the car meet to see if Jeff would show up , so technically stalking his own reps AFTER work hours.

Peter also likes to dictate what his reps do off the clock , and always tries to give his “ two cents “ on what his reps should and should not do after hours of work and on the weekends.

Jeff is pissed , doesn’t know what to do, and is scared to go back to the office on Monday.

What does Jeff do in this situation and WHAT can be done ? Peter needs to be fired , it’s not right with the way he’s treating his reps.
